Starting
(शुरुआत)
द्वितीय विश्व युद्ध (WW2) जोकि 1939 से 1945 तक हुआ और इस दौरान दुनिया में जान माल का बहुत ज्यादा नुकसान हुआ था और लगभग 6 साल बाद 1945 में जब यह युद्ध समाप्त हुआ, तब पूरी दुनिया के सामने एक बहुत बड़ी चुनौती थी कि इस नुकसान की भरपाई कैसे की जाए? | इस विपत्ति का सामना कैसे किया जाए? | उस समय हम भारत की बात करें तो यहां पर अंग्रेजो का कब्जा था इसलिए हम इसको ब्रिटिश इंडिया कहते थे |
तब ब्रिटिश सरकार ने सोचा कि जो भारतीयों को नुकसान हुआ है इनकी आर्थिक दशा को सुधारना चाहिए | क्यों ना हम जो शिक्षा इनको दे रहे हैं उसको और बेहतर किया जाए | इसलिए विश्व युद्ध खत्म होने से पहले ही 1944 में अंग्रेजों ने सार्जेंट को “एक अंग्रेज अधिकारी” को यह काम सौंपा | 1944 में सार्जेंट ने अपनी रिपोर्ट ब्रिटिश गवर्नमेंट को पेश की थी | तो यह रिपोर्ट उन्हीं के नाम से जानी जाती है तो चलिए जानते हैं इनके बारे में विस्तार से कि उन्होंने अपनी रिपोर्ट में भारतीय शिक्षा की बेहतरी के लिए कौन-कौन से सुझाव दिए और आगे चलकर भारतीय शिक्षा पर क्या प्रभाव पड़ा |

- The Sargent Report 1944 is very important in the history of Indian education.
(सार्जेण्ट रिपोर्ट 1944 भारतीय शिक्षा के इतिहास में बहुत महत्वपूर्ण है ।) - Shortly before the end of the Second World War, the attention of the Government
of India turned towards improving the condition of Indians and their educational
development.
(दूसरे विश्व युद्ध के समाप्ति से कुछ पहले भारत सरकार का ध्यान भारतीयों की दशा सुधारने और उनके शैक्षिक विकास की ओर गया ।) - Responsibility of this work was given to ‘John Sargent’.
(इस कार्य की जिम्मेदारी ‘जॉन सार्जेंट को दी गई ।) - At that time, he was appointed as the Education Advisor in the Government of India.
(वह उस समय भारत सरकार में शिक्षा सलाहकार के पद पर नियुक्त थे ।) - Therefore, this report was also submitted in his name (Sargent Report).
(इसलिए यह रिपोर्ट भी उन्हीं के नाम (सार्जेंट रिपोर्ट) से प्रस्तुत की गई ।)
अध्ययन का विषय
(Subject of the Study)
- To study the status of government and non-government education from primary education to higher education in the whole country.
(संपूर्ण देश की प्राथमिक शिक्षा से लेकर उच्च शिक्षा तक सरकारी तथा गैर सरकारी शिक्षा की स्थिति
का अध्ययन करना |) - To find out the status of mass education, education of the disabled, industrial and technological education, teacher education, women’s education etc. in the country. (देश में जन शिक्षा, विकलांगों की शिक्षा, औद्योगिक एवं प्रौद्योगिक शिक्षा, अध्यापक शिक्षा, स्त्री शिक्षा आदि की स्थिति का पता लगाना ।)
- Describe the impact of previous education committees and implementation of the commission’s suggestion.

1. Recommendations Related to Preprimary Education
(पूर्व प्राथमिक शिक्षा से संबंधित सिफारिशें )
- Nursery schools should be established to make national education successful.
(राष्ट्रीय शिक्षा को सफल बनाने के लिए नर्सरी स्कूलों की स्थापना करनी चाहिए ।) - Children in the age group of 3 to 6 years should get admission in this.
(इसमें 3 से 6 वर्ष तक की उम्र के बच्चों को दाखिला मिलना चाहिए । ) - Education of children should be free so that poor children can also get education.
(बच्चों की शिक्षा निशुल्क होनी चाहिए जिससे कि गरीब बच्चे भी शिक्षा ग्रहण कर सकें ।) - Only trained female teachers should be appointed in these schools.
(इन विद्यालयों में केवल प्रशिक्षित महिला शिक्षिकाओं की नियुक्ति की जाए ।) - The main objective of nursery schools should be to teach children social experience and manners.
(नर्सरी स्कूलों का मुख्य उद्देश्य बच्चों को सामाजिक अनुभव और शिष्टाचार की शिक्षा देना होना चाहिए ।)
2. Recommendations Related to Primary Education
(प्राथमिक शिक्षा से संबंधित सिफारिशें )
- Free & Compulsory education should be provided to all children in the age group of 6 to 14 years.
(6 से 14 वर्ष की आयु के सभी बच्चों को अनिवार्य और निशुल्क शिक्षा दी जानी चाहिए ।) - Elementary education should be based on some basic skill.
(प्राथमिक शिक्षा किसी मौलिक कौशल पर आधारित होनी चाहिए ।) - The craft taught in it should be suited to the local situation.
(इसमें सिखाई गई शिल्प कला स्थानीय परिस्थिति के अनुकूल होनी चाहिए।) - Medium of instruction should be in mother tongue.
(शिक्षा का माध्यम मातृभाषा में होना चाहिए ।)
3. Recommendations Related to Secondary Education
(माध्यमिक शिक्षा से संबंधित सिफारिशें )
- The duration of secondary education should be 6 years.
(माध्यमिक शिक्षा की अवधि 6 वर्ष की होनी चाहिए।) - Children between the age group of 11 to 17 years should be admitted in this.
(इसमें 11 से 17 वर्ष के मध्य की उम्र के बच्चों का दाखिला लिया जाए ।) - Only deserving students who have completed primary education should be admitted to secondary education.
(प्राथमिक शिक्षा समाप्त करने वाले केवल योग्य विद्यार्थियों को ही माध्यमिक शिक्षा में प्रवेश दिया जाए ।) - Students taking admission in this must have compulsorily completed secondary education for 14 years.
(इसमें प्रवेश लेने वाले विद्यार्थियों को 14 वर्ष तक अनिवार्य रूप से माध्यमिक शिक्षा ग्रहण करनी चाहिए ।) - Scholarships should be given to poor students taking admission in secondary schools.
(माध्यमिक विद्यालयों में प्रवेश लेने वाले निर्धन विद्यार्थियों को छात्रवृत्तियाँ दी जानी चाहिए ।) - There should be two types of secondary schools – technical schools and educational schools.
(माध्यमिक विद्यालय 2 प्रकार के होने चाहिए – तकनीकी विद्यालय और शैक्षिक विद्यालय ।) - At this stage also the medium of instruction should be the mother tongue.
(इस स्तर पर भी शिक्षा का माध्यम मातृभाषा होना चाहिए ।) - Education of English language as a second language should be made compulsory.
(द्वितीय भाषा के रूप में अंग्रेजी भाषा की शिक्षा अनिवार्य रूप से दी जाए ।)
4. Recommendations Related to University Education
(विश्वविद्यालय शिक्षा से संबंधित सिफारिशें )
- The report suggested a 3-year undergraduate degree course.
(रिपोर्ट में 3 वर्ष की स्नातक डिग्री कोर्स का सुझाव दिया गया ।) - Intermediate classes in secondary schools should be abolished.
(माध्यमिक विद्यालयों की इंटरमीडिएट कक्षाओं को समाप्त कर देना चाहिए । ) - Class 11th should be linked with secondary school.
(11वीं कक्षा को माध्यमिक स्कूल से जोड़ देना चाहिए । ) - 12th class should be linked with university education.
(12वीं कक्षा विश्वविद्यालय शिक्षा से जोड़नी चाहिए ।) - The rules of admission should be strict so that only deserving children can get higher education.
(प्रवेश के नियम सख्त होने चाहिए ताकि सिर्फ योग्य बच्चे ही उच्च शिक्षा प्राप्त कर सकें ।) - In order to raise the standard of education in universities, emphasis was laid on the selection of qualified teachers.
(विश्वविद्यालयों में शिक्षा का स्तर बढ़ाने के लिए योग्य शिक्षकों के चुनाव पर बल दिया गया ।) - The relationship between teachers and students should be cordial.
( शिक्षकों और विद्यार्थियों के मध्य पारस्परिक संबंध मधुर होने चाहिए ।) - The establishment of University Grants Commission was suggested to establish uniformity in various universities.
(विभिन्न विश्वविद्यालयों में एकरूपता स्थापित करने के लिए विश्वविद्यालय अनुदान आयोग की स्थापना का सुझाव दिया गया ।)
5. Recommendations on Technical, Industrial and Vocational Education
(तकनीकि, औद्योगिक तथा व्यवसायिक शिक्षा से संबंधित सिफारिशें )
- The report emphasized that full-time and part-time educational institutions should be established for technical and vocational education.
(रिपोर्ट में इस बात पर बल दिया गया कि तकनीकी और व्यावसायिक शिक्षा के लिए पूर्णकालीन
तथा अंशकालीन शिक्षा संस्थानों की स्थापना की जानी चाहिए ।) - According to the educational qualification of the students, they should be prepared for various posts in different industries.
(विद्यार्थियों की शैक्षिक योग्यता के अनुसार उन्हें विभिन्न उद्योगों के विभिन्न पदों के लिए तैयार किया जाए ।)
6. Recommendations on Adult Education
(प्रौढ़ शिक्षा संबंधी सिफारिशें)
- The duration of adult education should be at least one year.
(पौढ़ शिक्षा की अवधि कम से कम एक वर्ष होनी चाहिए ।) - Adult education should be organized for adults in the age group of 10 to 40 years.
(पौढ़ शिक्षा का आयोजन 10 से 40 वर्ष तक के वयस्कों के लिए किया जाए ।) - The adult education curriculum should include reading, writing and arithmetic (3R) as well as economics, civics, history, geography and health sciences.
(प्रौढ़ शिक्षा पाठ्यक्रम में पढ़ने, लिखने और अंकगणित ( 3R) के साथ-साथ अर्थशास्त्र, नागरिक शास्त्र, इतिहास, भूगोल तथा स्वास्थ्य विज्ञान को भी शामिल किया जाना चाहिए । ) - Separate institutions should be established for men and women.
(पुरुषों तथा स्त्रियों के लिए अलग-अलग संस्थाओं की स्थापना करनी चाहिए ।) - To make it popular, a library should be arranged.
(इसे लोकप्रिय बनाने के लिए पुस्तकालय की व्यवस्था करनी चाहिए ।)
7. Recommendations on Teaching Training
(शिक्षण प्रशिक्षण संबंधी सिफारिशें)
- It has been instructed in the report that there is a shortage of teachers in India and there are more students. Therefore, efforts should be made to increase the number of teachers.
(रिपोर्ट में निर्देश दिए गए हैं कि भारत देश में शिक्षकों का अभाव है और विद्यार्थी ज्यादा हैं । इसलिए, अध्यापकों की संख्या बढ़ाने का प्रयास करना चाहिए ।) - Free training should be arranged in training colleges.
(प्रशिक्षण महाविद्यालयों में नि:शुल्क प्रशिक्षण की व्यवस्था होनी चाहिए ।) - Research should be encouraged in the field of teacher education.
(अध्यापक शिक्षा के क्षेत्र में शोध को प्रोत्साहन दिया जाना चाहिए।) - Financial assistance should be given to poor trainees.
(निर्धन प्रशिक्षणार्थियों को आर्थिक सहायता दी जानी चाहिए ।) - In order to attract qualified persons to the teaching profession, the pay scale of teachers should be increased.
(योग्य व्यक्तियों को शिक्षण व्यवसाय की ओर आकर्षित करने के लिए शिक्षकों के वेतनमान में वृद्धि की जाए ।)
8. Recommendations recreational and social activities
(मनोरंजनात्मक एवं सामाजिक क्रियाओं से संबंधित सिफारिशें )
- Students should get proper facilities for social work.
(विद्यार्थियों को सामाजिक कार्यों के लिए उचित सुविधाएं मिलनी चाहिए।) - Various activities should be arranged for the students.
(विद्यार्थियों के लिए तरह-तरह की क्रियाओं की व्यवस्था करनी चाहिए । ) - Group games, creative works, debate competitions etc. should be arranged for the students.
(विद्यार्थियों के लिए सामूहिक खेलो, रचनात्मक कार्यों, वाद-विवाद प्रतियोगिताओं आदि का प्रबंध होना चाहिए ।)
9. Recommendations Regarding the Education of the Disabled
(विकलांगों की शिक्षा के संबंध में सिफारिशें )
- The report pays special attention to the training of the disabled.
(रिपोर्ट में असमर्थ व्यक्तियों के प्रशिक्षण की ओर विशेष ध्यान दिया है ।) - There should be a special school for disabled students.
(विकलांग विद्यार्थियों के लिए विशिष्ट विद्यालय होना चाहिए ।) - For these, there should be a special educational management system with trained teachers.
(इनके लिए प्रशिक्षित शिक्षकों सहित विशेष शैक्षिक प्रबंधन व्यवस्था होनी चाहिए ।) - As far as possible the disabled should be trained for employment.
(जहाँ तक संभव हो विकलांगों को रोजगार के लिए प्रशिक्षित करना चाहिए । )
10. Health recommendations for students
(विद्यार्थियों की स्वास्थ्य संबंधी सिफारिशें )
- Health education should be made compulsory in schools.
(विद्यालयों में स्वास्थ्य शिक्षा अनिवार्य हो ।) - The environment of the schools should be clean, the rooms should be big and there
should be proper seating arrangement.
(विद्यालयों का पर्यावरण स्वच्छ हो, कमरे बड़े हो तथा बैठने की उपयुक्त व्यवस्था हो ।) - Students should be tested at 6, 11 and 14 years of age.
(विद्यार्थियों की जाँच 6, 11 और 14 वर्ष की आयु पर की जाए ।) - Mid-day meal should be arranged in the school.

(राष्ट्रीय शिक्षा पद्धति के विकास की दृष्टि से सार्जेण्ट रिपोर्ट का एक ऐतिहासिक महत्व है ।) - An attempt was made to make education accessible to all through this report.
(इस रिपोर्ट द्वारा शिक्षा को सभी तक पहुँचाने का प्रयास किया गया ।) - The report outlined measures for the education of children with disabilities.
